BOARD MEMBERS
Lori Regnier – President
Lori, a local Real Estate Agent of 25 years, has dedicated her life to protecting vulnerable children and advocating for survivors of abuse. She has served as the VP of the Starbright Foundation for 15 years and worked tirelessly to combat human trafficking and child exploitation.
With 4.5 years of experience in prison ministry, Lori has worked with offenders at all levels, gaining critical insight into the cycle of abuse and exploitation. She also served six years with Shepherd’s Care Ministries, assisting survivors of sexual and cultic abuse. Additionally, her background in security protection and leadership as the former President of Child Enrichment Programs has strengthened her ability to create safer environments for at-risk youth.
In 2010, Lori co-founded Starbright expanding her passion for child advocacy where she is committed to being a positive role model and protecting endangered children trapped in abusive situations. Her work has earned her significant recognition, including being named one of Arizona’s Top 10 Women of Courage in 2011 for her efforts in combating the dark world of sex traficking. In 2012, she was honored with the Real Estate “Big O Hero Award” for making a lasting impact on children’s lives and received the “Soroptomist Ruby Award” for her dedication to the community.
Lori’s expertise in child safety and trafficking prevention has made her a sought-after speaker at colleges, schools, conferences, churches, and public forums. She has been a guest on The Dr. Oz Show with Lisa Ling, sharing her knowledge on the dangers of social media and sex trafficking in Arizona.
As a devoted believer in Jesus Christ, Lori hopes and prays that her journey on this earth will help to make a difference in the lives of others.
Nicole Hamming – Vice President
Nicole considers herself a native of Arizona after living here most of her life with a short stint between Utah and Maine growing up. She is a mother of two young adults, Sage & Steven, who have periodically volunteered for Starbright for various events. She has been a REALTOR and Broker for the last 30 years working as an agent and eventually opening up her own brokerage where she managed and mentored other agents. She has served on many real estate related Boards and committees in many different capacities throughout her career. Alongside her real estate career she has always served as a volunteer from feeding the homeless, fundraising for charities and currently serves as the VP for Starbright after 15 years of serving on the advisory board. She is dedicated to the cause of helping children in need and bringing awareness to the community to help keep children safe.
Sofia Tobar – Director
Sofia is a steward with a passion for loving God and people. She is a wife and mother of a blended family and served as a foster parent for a number of years. Professionally, she has worked in commercial property management for the last dozen years and owned / operated long- and short-term rentals. She has volunteered at various levels of involvement from encouraging philanthropic startups to chairing community service committees to co-leading church groups providing care for underserved communities. She served on a governor- appointed foster care task force in 2012 and currently volunteers for a local church.
Sofia believes that people must have their basic needs met before they can flourish, that each person has innate value and a role to play in the edification of their communities, and no contribution is insignificant.
Michelle Scully – Secretary
Michelle is a devoted mother of three boys and has been happily married to her husband for nearly 18 years. After dedicating 15 years as a Trauma/ICU nurse, Michelle now focuses on being a stay-at-home mom, balancing the busy schedules of her children with school, practices, and various activities. Over the years, Michelle has volunteered for several charitable organizations, but her true passion lies with Starbright, an organization she admires for the incredible work they do to support children in need. Her commitment to making a positive impact on the lives of others is a driving force in everything she does.
Cari Sparks – Director
Cari Sparks is a passionate advocate, community leader, and dedicated supporter of children and families in crisis. Known for her work in real estate and her commitment to building stronger communities, Cari has also devoted much of her life to protecting the most vulnerable among us—children in foster care, victims of human trafficking, at-risk youth, and vulnerable parents with young children.
Her deep involvement with the Starbright Foundation, a nonprofit organization in Arizona dedicated to rescuing and restoring children and young adults who have been victims of human trafficking and sexual exploitation, has been a cornerstone of her mission. Through her advocacy, Cari has worked to raise awareness, provide resources, and connect survivors with life-changing support services.
In addition to her efforts to fight human trafficking, Cari is a strong voice for foster children and vulnerable youth through her years on the Hearth Foundation, and many government programs throughout Arizona and Minnesota. She has consistently championed programs that bring hope, safety, and stability to children who have endured neglect, abuse, or displacement. Her belief that every child deserves to feel safe, loved, and valued fuels her dedication to community education and action.
Cari leverages her professional platform to not only serve families in real estate but also to amplify causes close to her heart. She is committed to bridging the gap between the business community and nonprofit organizations, helping to foster awareness, encourage advocacy, and inspire action.
Her ongoing mission is clear: to protect the innocent, to empower survivors, and to create a future where no child is left vulnerable to exploitation.
Larry Regnier – Director – Co Founder/Security Director & Facility Manager
Larry brings a wealth of experience in security management and youth sports to his role as a founding board member of the Starbright Foundation. With a strong background in security, Larry served as a Security Manager at Wells Fargo, where he worked closely with law enforcement on all aspects of bank monitoring systems.
Beyond his career in security, Larry has been deeply involved in youth sports, serving as a board member and coach for Pop Warner Youth Football and as a founding Board Member, Equipment Manager and Coach for Arizona Competitive Youth Football. He also owned and operated an adult competitive football team, The Chandler Panthers, that took state Champions
As the owner of Defense Department LLC, Larry specializes in selling personal defense products, ensuring individuals are equipped to protect themselves. His commitment to the community extends to his volunteer work with Child Enrichment Programs Inc., where he worked to provide a safe environment for troubled youth.
Currently, Larry serves as Starbright Foundation’s Facilities Manager and Director of Security, where he continues to support the organization’s mission to protect vulnerable children and promote safety within the community.
ADVISORY MEMBERS
Karen Yi – Starbright Health Educator
Karen is a registered nurse, wife, and mother of four from Chandler, AZ. After overcoming serious health challenges—including healing from a brain tumor and thriving with only half a thyroid—she embraced Biblical nutrition as the foundation of her wellness. Through prayer and the guidance of Scripture, she discovered the healing power of the seven foods of the Promised Land.
Out of her journey, she founded Baking with Jesus Ministry, where she teaches families the benefits of clean, Biblical foods, emphasizing whole grains, milling flour, and simple home cooking. In 2025, Karen joined Starbright to instruct foster parents, children, and the community on Bible-based nutrition that restores and strengthens the body.
Her mission is to help others experience God’s recipe for health and live transformed lives through faith and food.
Randy Fitch
I am Randy Fitch with Locality Real Estate and the Fitch Group. I have been a full-time real estate agent and among the top 10% producers for the past 24 years, providing service, professionalism, and honest representation to sellers and buyers across the valley.
I have owned Fresh Cut Oregon Trees in Ahwatukee for 16 years, where we focus on offering fresh trees and creating a fun environment.
Since 1997, I have organized “The Concerts in the Park in Ahwatukee”, providing the community with free outdoor music events and fostering a sense of community.
Originally from Idaho and Oregon, I attended coursework at the University of Oregon. I am an avid fly fisherman, recreational golfer, and enjoy camping and outdoor activities with family and friends.
My belief is to get involved in the community and positively impact others’ lives. I have coached youth lacrosse for over 14 years with Ahwatukee Lightning and Desert Vista High School, promoting respect, teamwork, hard work, sportsmanship, and helping others.
I volunteer for Trout Unlimited, Game and Fish Habitat & Youth programs, participating in stream cleanups, youth hunts, and fishing events.
As a member of the Starbright Foundation advisory board since 2012, I have provided advice on financial decisions, education, and event planning. The foundation supports Valley youth exposed to domestic violence, sex trafficking, abuse, pornography, or neglect, offering a place for tranquility, peace, and healing, alongside counseling services.
I was Vice President of Operations for the Festival of Lights from 2015 to 2019, managing planning, setup, logistics, permits, licensing, and road closures, and contracting with vendors for power, security, lighting, fencing, transportation, music, and alcohol. I oversaw onsite issues, setup, trash control, cleanup, and takedown.
As a board member for the Festival of Lights from 1998 to 2003, I helped organize golf tournaments, wine tasting, and kickoff parties, and procured wine and beer for the events.
Past work history includes being a manufacturers representative for high-end stereo products (1976-1980), lead buyer and department manager for women’s shoes at Nordstrom in Oregon (1981-1990), and national sales manager for Aussie Dogs Sheepskin footwear (1994-1997).
Dr. Caroline Skrdla, affectionately known as Dr. Cari, is the visionary co-founder and CEO of Lady Boss Alliance. Passionate about fostering love and liberation, she is dedicated to helping individuals lead inspiring lives. For over 15 years, Dr. Cari has been deeply involved with academic research teams, developing courses to support human evolution and personal growth. Her strategic acumen extends to crafting innovative sales strategies and consulting for major clients like MCI and Siemens. Academically, she is an accomplished neuroscientist with impressive credentials across multiple universities. Dr. Cari, alongside her husband Mike and partner Angi Bair, is also a successful real estate investor and land developer, committed to creating vibrant communities across the U.S. Her journey is a testament to her multifaceted career and unwavering commitment to excellence.

I’m a USCCA-certified instructor who brings real-life, down-to-earth training to you. I did time in the Marine Corps with 2nd Battalion, 7th Marine Regiment, and that experience shapes how I teach today—focused, practical, and no fluff. I’ve taught MOAB (Management of Aggressive Behavior) and was an NRA Home Defense Instructor. Now I’m proud to be a USCCA Home Defense Instructor, helping people learn to stay safe and confident without overcomplicating things.
Beyond the range, I’m involved with the Starbright Foundation as an advisor on the board, working to support families and communities with thoughtful safety leadership.
